About PCS Infrastructure Advisors
Builder's understanding. Owner's perspective.
PCS Infrastructure Advisors brings construction fluency and owner-side leadership together in a focused advisory model for consequential capital-project decisions.

Founder & Principal
A project perspective shaped from the field to the owner's seat.
Dave Pereira, PE, is an infrastructure, construction, and development executive and a Professional Engineer licensed in New York. His career spans field execution through owner-side leadership, with work across preconstruction, procurement, design management, commercial coordination, construction delivery, and program risk.
He has spent a significant portion of his career in megaproject environments spanning infrastructure, major urban development, transportation, energy and transmission, and mission-critical facilities. These programs have required large-scale procurement and contracting, coordination among major stakeholders, and decisions across technically and commercially interdependent work in constrained delivery settings.
This perspective informs the advisory model at PCS Infrastructure Advisors: strategic and commercial objectives are evaluated against the contractual, organizational, and physical realities that determine whether the work can be delivered as intended.
Dave earned both his M.S. and B.S. in Civil Engineering from New York University and holds a B.S. in Economics from the University of Delaware.
Construction Roots
Construction roots. Infrastructure perspective.
PCS Infrastructure Advisors traces its roots to a family construction business started on Long Island in 1975. Dave grew up around the work and spent years working in the business himself, gaining an early understanding of construction from the ground up—how projects are priced, planned, coordinated, and ultimately built. That foundation carried forward through a career leading increasingly complex construction, infrastructure, and development programs from both the contractor and owner perspectives. It continues to shape the way PCS approaches project strategy today: with an understanding of both the decisions made around the table and the realities that ultimately determine whether those decisions work in the field.
